Progress in the Green Tax Emission Compensation System: Ministry Enables Platform for Project Submission and Certification Requests
In the context of implementing the Green Tax Emission Compensation System, the Ministry of the Environment has made two significant strides in the operation of this innovative environmental management tool.
The system, which will operate through certificates from emission reduction or absorption projects, was one of the major environmental milestones driven by the ministry. A system that the Minister of the Environment, Maisa Rojas, ensures “opens the possibility for taxpayers to offset emissions from fixed sources taxed with the green tax by presenting emission reduction certificates of the same pollutant. This will mobilize resources from those who pollute towards carbon neutrality and improving air quality.”
In this sense, the SCE (Emission Compensation System) is making steady progress in its implementation, through the enablement of its platform and also -due to its publication in the Official Gazette- the exempt resolution recognizing External Certification Programs.
Exempt Resolution Recognizing External Certification Programs
The Exempt Resolution No. 1420/2023 of the MMA (Ministry of the Environment) recognizes External Certification Programs, including their verifying entities, and validates their methodologies officially. Thus, partially accepting programs like the United Nations Clean Development Mechanism, Verra's Verified Carbon Standard, and Gold Standard for the Global Goals of the Gold Standard Foundation are accepted. Projects that can be homologated are those with certificates issued as of the date of the Regulation's publication (DS No. 4/2023 of the MMA).
For projects that do not have issued certificates, it is specified that in those of electricity generation connected to the National Electric System, their reductions can only be considered additional if their technology represents a fraction equal to or less than 5% of the gross installed capacity in the National Electric System. This latter provision means that reductions not yet executed from electricity generation from coal, natural gas, or diesel oil power plants; reservoir and run-of-river hydroelectric; wind and photovoltaic solar cannot be certified.
Regarding the methodologies and verifying entities, all those that are part of the aforementioned External Certification Programs are validated and recognized, respectively.
Platform Simplifying the Emission Compensation Process
The second major milestone is the enablement of the platform for project submission and certification requests. This solution will allow the management of projects participating in the Emission Compensation System, simplifying access through the Single Window of the Emissions and Pollutant Transfer Registry (RETC).v
All holders of compensation projects can access this platform through the Single Window. There, they will find the Compensation System module, intuitively designed to facilitate the loading of relevant information about the projects and promote efficient and transparent management.

With these two major advances, the holders of emission reduction projects that meet the conditions established in the Regulation can now submit their project homologation applications to be part of the country's first emission compensation system.
